টেক্সটাইল ইঞ্জিনিয়ারিং কলেজ, বেগমগঞ্জ, নোয়াখালী গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের বস্ত্র ও পাট মন্ত্রণালয়াধীন বস্ত্র অধিদপ্তর কর্তৃক নিয়ন্ত্রিত একটি সরকারি শিক্ষা প্রতিষ্ঠান। এই প্রতিষ্ঠানটি ২.৯৭ একর জায়গায় ১৯১৮ খ্রিষ্টাব্দে বয়ন বিদ্যালয় হিসেবে আত্মপ্রকাশ করে। শুরুতে ০৬ (ছয়) মাস মেয়াদি ট্রেড কোর্স চালু হয়। ১৯৬০ খ্রিষ্টাব্দে এটিকে এক বছর মেয়াদি “টেক্সটাইল আর্টিজেন" কোর্স করা হয়। ১৯৮০ খ্রিষ্টাব্দে প্রতিষ্ঠাতার মান আরও উন্নত করতে এটিকে “জেলা টেক্সটাইল ইনস্টিটিউট” নামকরণ করে ০২ (দুই) বছর মেয়াদি টেক্সটাইল সার্টিফিকেট কোর্স চালু করা হয়।
১৯৯৪ খ্রিষ্টাব্দে আইটিইটি শীর্ষক উন্নয়ন প্রকল্পের মাধ্যমে অবকাঠামোগত উন্নয়ন, ব্যবহারিক যন্ত্রপাতি ও লাইব্রেরীতে বই সংঘর প্রয়োজনীয় সংখ্যক শিক্ষক, কর্মকর্তা ও কর্মচারী নিয়োগ প্রদানের মাধ্যমে প্রতিষ্ঠানের মান আরো এক ধাপ উন্নীত করে ০৩ (তিন) বছর মেয়াদি “ডিপ্লোমা ইন টেক্সটাইল ইঞ্জিনিয়ারিং” কোর্সের প্রবর্তন করা হয়। ২০০২ খ্রিষ্টাব্দে সরকারি সিদ্ধান্ত মোতাবেক চলমান কোর্সটিকে ০৪ বছর মেয়াদি কোর্সে উন্নীত করা হয়। অতঃপর সরকারের এক প্রজ্ঞাপন জারীর মাধ্যমে দেশে টেক্সটাইল ডিগ্রীধারীদের ঘাটতি পূরন তথা বস্ত্র শিল্পে দক্ষ বস্ত্র প্রকৌশলী তৈরির লক্ষ্যে ২০০৬ খ্রিষ্টাব্দে "টেক্সটাইল ইনস্টিটিউট, বেগমগঞ্জ, নোয়াখালী” কে “টেক্সটাইল ইঞ্জিনিয়ারিং কলেজ বেগমগঞ্জ, নোয়াখালী”তে বিবর্ধন করা হয়। শুরুতে কলেজের শিক্ষা কার্যক্রম "চট্টগ্রাম বিশ্ববিদ্যালয়" এর অধীনে পরিচালিত হলেও পরবর্তীতে ২০১২ সাল থেকে “বাংলাদেশ টেক্সটাইল বিশ্ববিদ্যালয়" ঢাকা কর্তৃক এ্যাফিলিয়েশন্ প্রাপ্ত হয়ে বি. এসসি. ইন টেক্সটাইল ইঞ্জিনিয়ারিং কোর্সের শিক্ষা কার্যক্রম অদ্যাবধি পরিচালিত হচ্ছে।
গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের রূপকল্প ২০৪১ বাস্তবায়নের অভিলক্ষ মোতাবেক দেশ ও বিদেশের জন্য Executive level এর দক্ষ মানব সম্পদ (Skilled manpower) তৈরি করে টেক্সটাইল ইঞ্জিনিয়ারিং কলেজ, বেগমগঞ্জ, নোয়াখালী গুরুত্বপূর্ণ ভূমিকা পালন করছে। বিগত ১১ (এগারো) বছরে অত্র কলেজ থেকে বি. এসসি. ইন টেক্সটাইল ইঞ্জিনিয়ারিং এ ১০ টি ব্যাচে ৬৯৯ জন শিক্ষার্থী পাশ করে দেশ ও বিদেশে বিভিন্ন গুরুত্বপূর্ণ পদে অধিষ্ঠিত রয়েছে। বর্তমানে ৪টি সেশন/ব্যাচ এ ৪৭৬ জন শিক্ষার্থীর শিক্ষা কার্যক্রম চলমান। কলেজের ছাত্র-ছাত্রীদের লেখাপড়ায় মনোনিবেশ বৃদ্ধিকল্পে ভর্তিকৃত আসনের ৬৫% শিক্ষার্থীদের বৃত্তি প্রদান এবং চূড়ান্ত পর্বের শিক্ষার্থীদের ০২ (দুই) মাস ব্যাপি মিল প্রশিক্ষণ ভাতা প্রদান করা হচ্ছে। কলেজ ক্যাম্পাসের ২.৯৭ একর জায়গায় ১টি দ্বিতল একাডেমিক কাম প্রশাসনিক ভবন, ১টি দ্বিতল আর্কশপ কাম লাইব্রেরী, ১টি দ্বিতল ডাইং প্রিন্টিং ল্যাব কাম কনফারেন্স রুম, ১টি জুট স্পিনিং শেড, ১টি ৪ তলা প্র্যাকটিক্যাল ভবন (এতে ৮টি ল্যাব), ১টি ৬ তলা মাল্টিপারপাস ভবন, ১টি দ্বিতল হেডমাস্টার কোয়ার্টার, ১টি ৬৪ সিটের দ্বিতল ছাত্রী হোস্টেল, ১টি ৪ তলা ডরমিটরী, ১টি পাম্প হাউজ, ১টি সাব স্টেশন, ১টি মসজিদ, ১টি শহীদ মিনার এবং ১টি খেলার মাঠ বিদ্যমান। তাছাড়া কলেজ ক্যাম্পাসের অদূরে ২.৫০ একর ভূমির উপর ১৪৪ সিটের ৪ তলা বিশিষ্ট একটি স্টুডেন্ট'স হোস্টেল, ১টি পাম্প হাইজ, ১টি পুকুর ও ১টি খেলার মাঠ রয়েছে। এছাড়াও শিক্ষার্থীদের মিল ভিজিটের জন্য ১টি বাস গাড়ি ও অফিস প্রধানের জন্য ১টি জিপ গাড়ি রয়েছে।
